The practice of loading software with malicious spyware, adware, toolbars

I wanted to delete a file from my computer but was unable to do so, and turned to http://filehippo.com/ to download Unlocker (http://filehippo.com/download_unlocker/). I read the comments (some 31) warning of spyware, adware, toolbars, and such like. I had used this programme sometime in the distant past and decided to risk an earlier version. I aborted the installation and yet was stung by malicious software. Fortunately it was caught by Microsoft Security Essentials and Malwarebytes.

I want to know how is it possible that these criminals are able to continue the practice of loading software with malicious spyware, adware, toolbars with impunity. How is that possible? This is a crazy world! I nearly got stung by uTorrent but switched to the portable version from http://portableapps.com/.
